Four mornings it drives to work, and the space at home stands empty until evening. On the fifth the plate is banned, so the car never leaves — and the space it would have taken in town is never taken. Every one of those gaps falls at an hour you could have named the day before.

A ride with someone going your way at your hour, arranged the night before instead of at the kerb. Not a bus in February. Not a taxi at the price taxis reach when everyone needs one at once.
The person driving anyway
The seat beside you is already going where you are going. Shared, the cost of that journey stops being yours alone.
The household running a second car for the ban
That car solves one problem five days a month, and charges you insurance, inspection, tax, a parking space and its own depreciation for the privilege. A shared ride solves the same problem for the price of some fuel.
The person with a space they don't use
A yard, a slot, a spot in front of a building — empty at hours you can name a day in advance. That is what makes it worth renting out.
The person who doesn't own a car
A seat in a car going your way, at your hour, for a share of the fuel. You do not need to own anything to use this.

If 6,250 of the city's grounded owners did the same, that is 1,150,000 car journeys off the weekday peak and 2,550 tonnes of CO₂ that never leaves a tailpipe.
